From its history, on January 24, 2002, during the first administration of President Vladimir Putin, signed a decree on the creation of the “Tactical Missiles Corporation” on the basis of Zvezda-Strela, which now unites more than forty developers and manufacturers of high-precision weapons.

Headquartered in Korolyov, Moscow Oblast, the Tactical Missiles Corporation (TMC) is said to be an active participant in military and technical cooperation with foreign nations.

An article from Russian Aviation & Military Guide (RAMG) magazine, stated that many of the companies now part of TMC have a long history of dealings with foreign customers in the field of military technical cooperation.

As it turns out, in the mid-50s, students from China studying at the Moscow Aviation Institute underwent practical training at the Corporation's main company located in Kaliningrad (now Korolev) near Moscow.
